France is to propose C02 market supervision.

A government-appointed French commission will propose European-wide regulation of CO2 spot markets by the end of April in a bid to tackle fraud, the economy ministry said this week.
“With the experience we already have of financial instruments we should find solutions to regulate carbon markets,” a ministry adviser said.
“There are doubts about carbon market efficiency. We want to strengthen this market in order to prove it is a good way to cap emissions,” he added.
